Moderate Income Homes
CHISPA’s Moderate-Income Housing Program was created to provide home ownership opportunities for moderate-income families who cannot afford to purchase a market-rate home in the community in which they live or work.
These first-time homebuyers include teachers, public safety employees, healthcare workers, City and County employees, agricultural employees and other moderate-income households.
Moderate-Income homes are single and two-story homes with three or four bedrooms, two bathrooms and two-car garages. Homes generally range in size from 1,200 to 1,600 square feet and include front yard landscaping, wall to wall carpeting, quality cabinetry, energy-saving appliances, and dual-glazed windows.

Moderate Income Program Information
To participate in the Moderate-Income Housing Program, families must earn between 81% and 120% of the area median income, adjusted for family size. A single head of household may apply as long as he or she qualifies within the income guidelines. Applicants must be credit-worthy, first-time homebuyers, have stable employment or income, and be able to pay a monthly mortgage.
Moderate-Income homes are contractor-built by Central Coast Residential Builders, Inc. (CCRB), a wholly-owned subsidiary of CHISPA, and are sold with affordability restrictions to prevent windfall profits.
Because of the large number of applications, future homeowners are selected by a random drawing and must qualify for a conventional home mortgage. Homebuyers will be required to attend and complete a First-Time Homebuyer seminar approved by CHISPA prior to moving into their new home.
Applicants who are not citizens of the United States must present evidence of their status as a legal United States resident.
Applicants must be aware of and agree to all resale restrictions and affordability controls applied to the development.
