Central Coast Residential Builders, Inc. (CCRB) is overseen by a three-member Board of Directors with diverse backgrounds and experience. CCRB Board members live and work in different areas of Monterey County and represent different industries.

Esther L. Rubio is the Director of the Monterey County Office of Education Head Start & Early Head Start Programs.  Esther holds a Master of Public Administration Degree from Golden Gate University and is a trained facilitator.  She currently serves as a member of the California Head Start Association Board of Directors, Monterey County Child Care Planning Council, League of United Latin American Citizens (LULAC) and the Californian All-Star High School Soccer Committee.  Esther has a long history of community service and involvement in organizations which promote health and education.  She strongly believes that providing affordable housing opportunities wo Central Coast residents will empower them to become invested in their homes, communities and improve educational outcomes.

Julie Edgcomb is the Director of Outpatient Services for the Monterey County Health Department. She is also a member of the adjunct faculty at Hartnell Community College. Julie holds a Bachelor’s Degree in Psychology and a Master’s Degree in Education. She is a graduate of Leadership Salinas Valley, volunteers with the City of Monterey Museums and is the Past President of the Monterey County Private Industry Council.

Alfred Diaz-Infante, President and Chief Executive Officer holds an MBA from the University of California, Berkeley, with an emphasis in Real Estate and Urban Land Economics and BS from California State University, Sacramento with an emphasis in finance. He has previously worked with Blickman-Turkus as a commercial real estate agent and at Shaw Development in Salinas as sales and leasing agent and conducting feasibility analysis of shopping centers. His experience includes property management, project financial analysis, project management and land acquisition.  As President and Chief Executive Officer of Community Housing Improvement Systems and Planning Association, Inc., (CHISPA) and CHISPA Housing Management, Inc. (CHMI), Mr. Diaz-Infante is responsible for the implementation of Board policy, the development and direction of corporate programs and the continued success of CHISPA’s affordable housing developments. Mr. Diaz-Infante served as a member of the Monterey County Planning Commission from 1993-1998.
