Board Profile

Mike Garcia, Chair – is the Sr. Financial Analyst for Driscoll’s Strawberry. Mike resides in San Juan Bautista and is interested in ensuring that there are affordable housing opportunities available for local workers, families and seniors.

Patty Padilla-Salsberg, Vice Chair – is a Labor Relations Representative for the California School Employees Association. Patty is involved with the Salinas Valley Democratic Her previous board experience has been serving on the Salinas Union High School Board of Trustees, the Salinas Union High School Education Foundation, and on the ROP Regional Board. Patty is interested in expanding CHISPA’s youth activities and services.

Adoracion (Doris) Lopez, Secretary – is the Broker-Owner of Berkshire Hathaway Home Services- Real Time Realty, Inc. and is Broker-Owner of Real Property Management TriCounties.  She is a member of the Monterey County Association of Realtors, the CA Association of Realtors, Orange County Association of Realtors, Women’s Council Association of Realtors, and Palma High School Athletic Council. She also is involved with Madonna Del Sasso, St. Paul Church.

Pfianna Cline, Treasurer – is a Service Representative for TriCord Tradeshow Services and coordinates tradeshows for various industries. She is a volunteer dance instructor for the Police Activities League (PAL) and volunteers with the Salinas Airshow.  She holds a real estate license and has completed three years of college.

Berkley Brannon – is the Chief Assistant District Attorney with the Monterey County District Attorney’s Office. He also is a professor at the Monterey College of Law, teaching Criminal Law and Procedure since 2010. Since 2012, Berkeley has served on the Board of Directors of the Monterey Law Library. He serves on the Community Corrections Partnership Board, serves on the California District Attorneys’ Association’s Legislation Committee, and is a member of the Rotary Club of Salinas. Berkeley earned his law degree at UC Hastings College of the Law and LLM (Master of Law) at Chapman University.

Jesus Lopez is a legal assistant with the Law Offices of Santos Gomez.  He is a board member with San Pablo de Colores, a board member with Chamacos and serves on the board of Union de Campesinos

Sabino Lopez – is the Executive Deputy Director and Lead Trainer for the Center for Community Advocacy (CCA). He has provided leadership for more than 40 years to promote affordable housing for farmworker families in Monterey County.

Elsa Mendoza Jimenez – is the Director of Health Services in Monterey County, responsible for the administration of a wide array of health services delivered through its Health Department.  Mrs. Jimenez has served in this capacity for 2.5 years and has served in a variety of managerial and programmatic roles at the Health Department over the past 17 years, including finance administration, contract administration, supervision and implementation of chronic disease and health promotion programs in the areas of nutrition, physical activity, tobacco control, teen pregnancy prevention, and preparedness.   Prior to joining the County of Monterey, Mrs. Jimenez worked for the Community Health Partnership of Santa Clara County as a program manager for its diabetes program.  Mrs. Jimenez was born and raised in South Monterey County and is proud to make this County home again.  She lives with her husband, two young daughters, and adult stepson in unincorporated Monterey County. She earned her Master of Public Health degree with a focus in Community Health Education from San Jose State University and her Bachelor of Science in Biology from Santa Clara University.  She is proud to be working for the residents of her County.

Reyna Navarrete – is the Personnel Benefits Recruitment Manager for Tanimura & Antle.  Reyna previously served on the board of Girls Inc. of Central Coast and on the Neighborhood Grants Committee of the Community Foundation for Monterey County.  Her interest in CHISPA is to create more affordable housing opportunities for Monterey County’s workforce, particularly the agricultural workforce.  Reyna holds a Master in Public Policy and Bachelor of Science Degree in Business Administration.  She is also a graduate of AgKnowledge.
